Jim, might it be appropriate for the ARRL to either announce the rules 
clarification on www.arrl.org or in QST?  We might be a bit late for 
QST, but something on the web page might reach a few more operators than 
just this list alone.

BTW:  hope to see you at the Atlanta Hamfest next weekend!
