While half joking when I threw the team concept out that may be a
workable solution too.  A circling group could declare themselves a
team, work each other as often as they like, and as many others as
they like and only compete against other teams.  The bigger the team
and number of grids the bigger the score.

The plus side would be other independent rovers and fixed stations
could work them at no penalty.
