ARRL Contest rules state: "Object: To work AS MANY AMATEUR STATIONS in as many 
different 2 degrees x 1 degree grid squares as possible..." (CAPS are mine).

Open socialization is the foundation on which all participation is created.  
The ARRL's present Rover Category rules incentivize anti-social behavior.

Until the Rover Category rules align with the ARRL's published core-objective, 
there will be turmoil.

Until then, consider anti-social (not "all") Rover Category operation to be 
simply a Contest Within A Contest that *occasionally* allows you to benefit 
(when they're distracted from their clique` long enough to make a contact with 
you, too), and move on.
