Tom - "Rover Threads" is an excellent idea and will not exclude anyone who 
really wants to follow/read it.  Now, only if "they" will do it.

How about just including "Rover threads" in the subject of all post
regarding rover rules.  Then, those of us who do not want their mailbox
cluttered up can set up a mail rule to delete post with "Rover rules" in
the subject.
