Here is one idea to fix the perceived rover problem: Since the January VHF contest is technically called the VHF Sweepstakes, lets make it just like the November Sweepstakes. You can only work another station once, not once per band, but only once. If a rover goes to a new grid, you still can't work them if you have already worked them once.
