If a log goes missing or un reported then you can not be sure of what thier 
class is and therefore you may claim them more than 100 times as a unlimited 
rover.
 
The flaw of the situation is this. If a  group of routine winners who protested 
the rule change went out and played by the new rules then it is a victory for 
the "nay sayers".  IE they took the situation and exploited it to perhaps win 
all 3 classes.  Cudo's for this.
 
The flaw in the rule is this, a unlimited rover needs a 2nd unlimited rover to 
rack up scores like before. 
 
How do you reconcile 100 plus qsos between a rover and a unlimited rover? Ie 
which one counts for points or whats the penalty for going over ect... Is it 
the first 100 qsos or does the rover who is limited cherry pick the contacts 
for multipliers and would the removal of the other contacts bust the unlimited 
rover.  
 
IF it is cleared up to be the first 100 contacts of a 160 potential at an 
intersection  then a team would run out of QSOS at the first grid corner and 
the limited guy would be no good for the unlimited team mate for the other 
intersections planned in a contest.  
 
If the partner station just limited himself to 40 qsos between himself and the 
unlimited rover for the multipliers per grid corner then the unlimited rover is 
cut off of 75 percent of his contacts with his team mate(s).
 
I never imagined teaming up accross the lines of opperating classes. This 
reminds me of Howard Hughes and the IRS.  Cudos boys!  You're making it 
entertaining after the fact.
 
I suppose only the folks at the ARRL will know how many times the undocumented 
rover is in a log and how it plays out chonilogically. The Arrl will have to 
figure out if I the limited rover can still help out a unlimited rover by 
working him more than 100 times without busting the logs.
 
 
 
 
  Or what to do between a Unlimited rover and an undocumented rover? Count the 
first 100 or all undocumented rovers unlimited an therefore exempt from some of 
the rules. 
 
That being said undocumented rovers are not a problem limited to California or 
the desert Southwest.
