No need to trust that statement or anyone else's.

Check it out for yourself. Perhaps the most accessible would be any 
of the many papers on the subject of Sporadic-E written by the late 
Mel Wilson W1DEI/W2BOC. In particular, there are lots of details 
about tracking Es clouds in his articles that appeared in Dec '70 and 
Mar '71 QST.
