The typical (for example German) multipliers are:
1 point for -144, 2 points for 432, 3 for 1296 and 4 for 2304 and up  They set

The interesting thing at play here is that the Region 1 IARU sets the 
framework, then member nations create CWAC's (Contests Within A Contest) based 
on the IARU rules-foundation.

In this case, the IARU established the contest to get everyone in the Region 
active while providing flexibility for each country to hone the finer points of 
the rules to suite their desires (and country-based adjudication, btw).

How interesting would it be to "test drive" a CWAC of the IARU 50-MHz Contest 
(third Saturday of June), here in Region 2?!  Their rules are certainloy open 
enough to allow us to build upon.  The ARRL rules are a bit more difficult to 
build upon for a CWAC (the reason that we haven't done a CWAC of them yet).

You never know where new information takes a discussion.  Good input,
