Yes, but all the rule means is that you can operate only one of those  
transmittters/transverters at a time.
 
On the low bands you must wait 15 minutes between band changes.  Not  so on 
VHF, so you can jump around between any of the VHF bands.
 
You just can't be transmitting at the same time on more than one VHF  band.
