It's a tough arena, legislating who can work who, or who can work how many
of who, or who can work who, when.....

The bottom line is that contests are supposed to be fun for the
participants, not complicated. For the "grid circlers" it would seem that
it's fun for them. It may not be your kind of fun or my kind of fun but if
they enjoy it, fine.

Having said that, they probably shouldn't expect their efforts to be
recognized by most of the VHF contesting community as anything more than
what they are....a whole bunch of short range QSOs. A technological
achievement...yes. Building up several rover vehicles with lots of bands
takes some brain matter. They've also overcome the challenge (or necessity)
of working far off stations--DX, if you will--by ignoring it.
