Not necessarily. If you have all of the logs that were submitted, you
can see if a rover station only appears in a single log. True, it is
possible that the rover worked someone else you don't have a log from.
However, if you set your "limit" at say ZERO QSOs in any other submittied
logs, I think you would have a strong case.
For the purposes of my hypothetical question, let's say that the rover
appears in no other submitted logs, and has 60 QSOs with one competitive
station. And then another rover has 36 QSOs and also only appears in the
same log. How many rovers doing this would it take to be a concern?
