Here are some clues that may help you identify the "mystery VP9."

VP9?? worked WBØDRL EM-18 0202 utc 15 June 1987 in EM-18 and also N6CA in 
DM-04 (4917 Km)!

VP9?? ran 10 watts and a vertical on 6 Meters.

The June 1987 VHF QSO Party was one of the most spectacular ever for Es 
propagation. "Continental US stations worked west to Hawaii, south into 
central America, and east to the Canary Islands and Wales!"  - NCJ VHF-UHF 
Contesting! column.

DX stations worked by Continental US Stations included KH6IAA, YS1ECB, 
TI2HL, ZF2BL, KP4A, KP4EKG, KV4AD, K1FJM/FM, N4HSM/V2A, W6JKV/V2A, VP5D, 
CT4KQ, GJ3YHU and VP9??
