Around the year 2000, I worked on a project to bring cellular phone service to
Haiti. Each of our rural cell sites was surrounded by a poured concrete wall.
This wall also included a 2-room guard shelter. A guard, along with his scatter
gun, was at each shelter to protect against theft of the copper ground mat
under the cell tower, and the diesel fuel that ran our 100% duty cycle
generators.

Here's a story on the high amount of copper theft in one area (Los
Angeles) but copper theft can take place anywhere. The value of
copper has increased dramatically to over 50% from where it was a few
years ago. If you are in a vulnerable location with visible copper
you might consider doing something to make it less visible.
