So, just ballparking. for a few thousand dollars you could have someone with a
PE license design and build a UL452 compliant ADU, run the tests, document
compliance, etc.
If I were doing it, I would make the sales contract very carefully worded.

A bunch of rules about what the connectors need to look like, torquing, etc.
and what materials it can be made of, etc.
So, looks like you're not running 1 kW CW through a listed ADU if the impedance
is sufficiently high.
