It's winter in NY, your tower fell and it hung up hanging over your
neighbor's property. I expected your question would be related to removing
it before it does more damage, injures someone or someone complains. That
would scare me!
Holes can easily be drilled into an existing concrete base and new bolts
epoxied in. Whether the base is suitable for another tower is a different
story. 2.5 yards is not a huge base for a crank-up tower. If you can get
large equipment into your back yard, the old base can easily be broken up
and removed. I had this done with a satellite post in about one yard of
concrete at my P40A station and I put a free standing tower in that spot.
You can also just put a pier pin base on the existing pad and use a guyed
tower but I am guessing that is not an option that you're looking for.
