     I've never seen one being used, but these gauges are available from Ham 
sources such as DX Engineering (their pn LOO-PT-3.)

Having only owned self-standing crankup towers, my only experience is 
the stand-alone towers of hams I know. Never seen a tension-meter used, 
but may have just missed this aspect of the tower build.

Are devices like their tension meter used commonly in guyed amateur 
tower construction?
