On the EZNEC main window, Utilities > Ground Info can be used to show the
"frequency adjusted" ground parameters. I set the "Ground Description" to
(0.004, 13) then used that utility to show the characteristics at 1.0 MHz
and 28.5 MHz.

Brian, can you comment on how your table values relate to the frequency
adjusted ground characteristics shown by EZNEC? I'm afraid the details of
the relationship are over my head.
