I didn't understand the 18" eye-bolt either. Ø4" is pretty small for an
elevated guy post.  Instead of the eyebolts I would just weld a plate with
holes on to the side of the tubular post.

I needed elevated guys at my P40A station and I purchased structural beam
with the top cut on an angle. The Aruba steel company even put holes in the
beam's web so it was easy to connect turnbuckles to it.

Maybe you are planning on drilling staggered holes so that the eye bolt 
will be in line with the middle guywire(s)?
