Indeed, with all 4 antennas in phase, the combined radiation angle of that
system is almost that of the highest antenna alone.
I stacked my 20m 5/5/5 at 147, 85 and 33 feet.

There are two different effects here in that comparison.  One is the 
stacking gain for the four stack, but the other is the difference in 
takeoff angle for an antenna on 20m at a height of 140' versus 70'. 
Attributing all of that supposed 20dB purely to stacking gain is wrong.
