Hi Rick,
I've had the $15 passive radiators for years. They only work by
convection, and it takes a LONG time to make the operating position warm
because it's heating the entire room, especially the high ceilings in my
house and shack. It's expensive to heat all of that volume, and I only
need it warm by me. This unit does that VERY quickly (in a few minutes),
after which I can stop buying more joules from PG&E.
The fan in this particular unit is fairly quiet, at least as quiet as my
KPA1500 on position 1. And any time I'm operating, I'm wearing
headphones, so stuff that's this quiet doesn't matter.

A contrarian view. I don't like the fan type for two reasons:
1. The noise of the fan is more acoustical QRM that I don't need.
2. The radiative type of heater is actually faster in terms of
keeping the operator warm. I find it works quite well by placing it
under the operating desk and "aiming" it at the operating chair. If
necessary an additional desktop "dish" type heater can be added as a
hand warmer. Also without a fan.
In terms of heating the room is concerned, it is not clear to me that
a fan heater is faster there either. My radiative heaters warm up in
about 10 seconds. After that, every watt in is quickly radiated to the room
