That looks like a current transformer for a power sub station.
There were lots of this size toroid's in a power company warehouse when I
was doing some radio work a few months ago.
They had current ratios printed on the side of them.

you're right -that toroid is a significant fraction of a wavelength in
circumference at HF.
And I notice they don't show someone heaving that sucker on to the winding
machine - I'll bet they use a forklift.
So you probably don't want to use it for your 600m antenna choke, suspended
in the middle of the fjord.
