Coleman's 2002 paper is (legitimately) free on line..
Anyone who's looking at antenna pattern models in the vertical and horizontal planes should take a look at it. A multitude of links are available to various copies

In the 20 years since he did this work, ionospheric models (and probably lightning databases) have gotten better.. One could probably create a tool to run it for any station location (perhaps using VOACAP as a good starting point for the propagation model)

VOACAP uses a "climatological" ionosphere model and runs a straightforward propagation model against that - something like Pharlap is a higher precision model that can ingest a higher quality ionosphere model and/or data.
