[TowerTalk] StepppIR group move part II

The move to the mailman.Qth mailing list was not well received so we 
picked up and moved to http://groups.io/g/steppir.
The new group allows file and photo uploads and is more in line to what 
the Yahoo group was.
Sorry for all the confusion with the groups etc.  I hope that this will 
be last move for many years.
