David, I haven't test it myself, so I can't prove anything.
I am just providing some useful information which is available around;
http://www.tecnoprotect.com/en/references/pdce-technology
According to their experience, it seems the system is working fine.

They won't work either for the same reason as the porcupines don't work.
You can not discharge the tower or building to the ground, the charge is
coming up from the ground to meet the leader coming down from the cloud.

Hi all,
I am not sure if all of you know the new lightning protection system,
deployed some time ago in Spain.
Basically, they have created a lightning rod which is a big capacitor. This
capacitor has one end to the air, and the other end to ground.
When a storm is over this device, the capacitor provides a small current
from air to ground, discharging slowly the risk for a sudden strike.
At the end, the strike is not happening, it has been "discharged" before the
strike.
They've called it PDCE or DDCE lightning system.
The original web site, in spanish, is: http://www.dinnteco.com/quees
I think there is a US version as well: http://www.dinntecous.com
It is in use in many places with very successful results.

I forgot to add that one of the tower strikes was to a 10M EU antenna at
30ft. Vaporized about 15ft of coax and just small remnants of the balun at
the feed. So much for the cone of protection..

I have 3 towers that are all about 30 ft taller than the surrounding trees.
There is one oak tree approaching the height within a 200 ft circle
otherwise it's the tallest around. They sit on a ridge with 180 drop off
exposure from N to South on the east side. Behind them on the West side are
gently sloping climbing terrain that locally peaks about 250 ft higher than
the towers.
I have 25 acres of land with beverages in all directions and antenna/cables
covering about 6 acres (excluding the beverage footprint).
In 12 years, I have definitively recorded 2 strikes on the towers but
probably 10 proximity strikes that have either been seen or created some
kind of induced energy damage to switches.
Its part of the game.
