I am not sure what you mean when you state "not per the manufacturers
instructions".  The inner dimensions of the base forms can be measured by
you quite easily.   The forms should also have the top of the base
terminate above the exisitng ground level by 6 inches (I draw on this
dimesion from memory).  The depth of the base should be a minimum of the
dimension shown on the Tashjian drawings.  The rebar that was included
witth the base should also be installed and tied as shown in the Tashjian
drawings.  Be sure the total length and overlap directions are followed.
The real critical thing is the levelling of the base before and right after
the concrete has been placed in the hole and forms,  It is easy to have a
wheelbarrow hit on of the forms and knock the base off level.  If that
happens, the contractor will have to shim the  base until it is level again
before the concrete sets.  I would advise you to be present when the base
is poured.  Prior to the concrete pour, take a 3 foot level and place it
horizontally on the top of 2 vertical legs of the base. If the legs are
numbered 1, 2, and 3, check level between legs 1-2, 2-3 and 3-1 prior to
the pour and each reading should be level.  If not, have your contractor
correct it.  Stand by and observe the placement of concrete.  Once all the
concrete is placed, take the level and check the level again.  If any of
the readings are out of level, have  them make the corrections with shims
to get the tops of the 3 legs level again before the concrete sets. If the
base is not level after the concrete has set, your tower will not be level.

My qualifications for the above advice are based on my experience in
personally  installing 2 bases for a Tashjian/Tri-Ex LM-354.
