My OCF dipole is a few years old and is 90X180 ft with the correct
chokes/baluns. Coax to the feedpoint and coax from feedpoint to off
center junction. Performance is on a par with my Hy-Gain Hy-Tower with
the Hy_Tower winning the race maybe 2/3 of the time and the OCF dipole
maybe 1/3. The dipole usually is a little quieter. A friend 120 air
miles away has never been able to get good copy on me when I'm on the
Hy-Tower but the OCF puts me in Q5. I often use my auto-tuner with it
and that makes my Tokyo Hy-Power very happy at a kw.
YMMV

To say a Carolina Windom is no good because yours fell down, is saying Ford
cars are no good because I had a flat tire.
I think the term “Carolina Windom” was given as a cute name in some magazine
article, describing someones version of an off center fed dipole.
Made from junk, they fall down.
I have never tried one, so I can’t comment on performance.
You can make a bad antenna (performing) from good components.
