This "panel over the ladder" kind of thing seems to be the most common
industrial/commercial solution as well. McMaster-Carr has them, you can
probably drive around any neighborhood and see them, etc.
Usually, they have hinges on one vertical edge, and it opens like a
door, and is secured with a padlock/hasp arrangement on the other.
Realistically, someone who is a skilled climber can climb around anything.
