Nothing changed in -1L regarding the baseline for structure height
marking/lighting, it's still 200' (see section 2.1). Likewise, the baseline
in 14 CFR 77.9(a) is still 200'.
Of course, some structures taller than 200' may not require lighting, and
some under 200' may require lighting, depending on the results of an
aeronautical hazard study, but 200' is still the baseline.
