You picked a good place to get good tower info. If you don't have my
UP THE TOWER tower construction book, it has lots of answers in it.

As far as replacing crank-up cables, in my 25 years or so of tower
work, I've only run into one tower that actually needed to have the cables
replaced so yours may not need it.
The 3 reasons why you would want to replace the cables are 1) damage -
flattened or kinked cable; 2) excessive rust - cancerous rust, not your
typical surface rust; and 3) excessive broken strands - 6 or more. If you
don't have any of these conditions, I wouldn't go to all the work of replacing
the cables.
