You could use something like an old rear-end ring/pinion set.  If you 
can find a damaged one, you could probably rig something up, with the 
ring gear around the mast, and the pinion pushed up to "mesh" with it by 
a lever or the rope.

Any sort of "drop a stick in the spokes" (like a bicycle wheel) would work.
