Propagation trumps EVERYTHING, but ...
1. Given equal propagation and operator skill, the better station will
almost always win out
2. Propagation is much less dependable than a high performance station
3. Propagation is MUCH cheaper

It’s interesting to contemplate which is more the determining factor
from one qso to the next.
Whether propagation is the determining factor vs the high-performance
station.
But I still believe chance favors the prepared mind :-]
