Should be stamped right on the side of the pipe. If it states "no pressure" it
is not to pressurize. They are usually also stated as "foam core". A 4"
non-foam core may state "220 psi as 68 F". Also check the reducers. The package
(where it is sold) states how much pressure, if any, it can operate under.
Also remember: The safety requirements are different for tanks made for
pressurized liquid contrary to pressurized gas (such as air). The damages from
a ripped gas (air) tank is much more severe than from a tank filled with liquid.
