I've often wondered why WD40 became associated with a rust buster/penetrate. It does penetrate, but contains no lubricant and evaporates relatively quick leaving thing as they were before the application. However, it is good for freeing up small engines that have seized. Pull the plug, squirt in about a tablespoons worth and let set over night.
Bur, rusted bolts, not so much.

WD-40 is only marginally a rust buster. WD stands for water
displacement so that's what it was designed for so it has  little or no effect 
on rust.
