David, Of course you want to not mess up the threads so be careful with
hammer and chisel. The steel and the concrete have different coefficients of
expansion so heating the steel with a heat gun (I'd avoid torches just to be
on the safe side) should help loosen the grip of the concrete on the steel
bolts. A wire wheel on an angle grinder or electric drill could help. I'd
run the wire wheel in line with the threads not at right angles across
them.
Best of luck on your tower project.

Subject: [TowerTalk] Concrete in the wrong place.
Hello all,So, I have a universal with the steel hinged base. It somehow did
not occur to me to cover up the hinge area (DO THIS!) and I have just
noticed a bit of concrete splashed around and onto the bolts of one hinge
during the pour. I rather imagine (or is it just hope) that I am not the
first person this has happened to. What's the best way to get this concrete
off? Maybe carefully chip at it with a small hammer and chisel? Thanks to
those that helped with my previous post about the angle. I got someone in
who knew what they were doing and my base looks awesome and professional.
