The steel culvert in itself constitute a rather massive ground stake. The
concrete is conductive so, yes, you can say you have a Ufer ground. With that
very wet (high water table) land I can only assume you have a good ground.

diameter x 12' long piece of steel culvert capped on the bottom end with a
plywood disc. Very high ground water is the reason.
