BN-86 is a transformer and BN-4000 is a choke. Both a bad investment in my
experience.

check for SHORT in the SO-239 connector or the ends of the balun
SHORT means BN-86 = junk
NO SHORT but continuity from center to one end and ground to the other end
is a 4000
