I have owned several Universal Towers and found that the factory supplied
hardware badly corroded inside the tubing. Actually it was amazing that the
tower held together. After I discovered this problem I started using
stainless steel hardware and have experience no issues, even in salty Aruba.
I too noticed water in the steel base legs so I filled them with concrete.
Do not do anything to obstruct drainage of the aluminum tower sections.
