Rather than a MOV, what you really want is a big power zener. The MOV
dies a little each time it clamps. The Zener keeps on ticking. So put
a reverse biased 20V (or whatever you feel comfortable with) Zener
across it, and that will clamp nicely.
And an inductor in series to reduce the speed of the transient will also
reduce coupling from the circuit with the transient to other adjacent
circuits.
