Correct. At chest level is desirable. If you have to touch it there is
something wrong with it. It should slide up easy. Sometimes they need a
nudge going down but really shouldn't.

Actually, safety climbs are designed to attach at chest level...with a
proper tower harness which this one is not...;-)
