If the tower is at least 60 feet with some antennas on top or 75 feet without I would first try the method N4KG published in a 1994 QST (reverse feed) with at least 4 elevated radials. I have set this up twice and used Spi-Ro coils to make 50 foot 1/4 wave radials. Full size would probably work even better.
