You're fighting with IEEE on that one. It's the result of their studies.

It is WELL KNOWN that the impedance of a straight conductor longer than a 
few feet is dominated by INDUCTANCE, not RESISTANCE at 1 MHz. Inductance 
can be reduced by running multiple conductors in parallel, but not in such 
close proximity that there is significant mutual inductance between them.
