I asked this question because I am off the end of a runway. Using the TWAIR I
am about 1000 feet farther away than when I use a manual calculation from the
end of the runway.
Well for me either way,by hand or TOWAIR, my tower plans are OK.
So, right now my limitations are my budget.

If you are off the end of a runway it's the distance to the threshold of
that runway and they use a different (more stringent) height criteria
for that. "I believe" Tower Air only figures the ARP.
