Shouldn't make any difference. The analysis is for static loads, not
dynamic.
However, a "sustained 70 mi/hr wind" will likely have gusts that are
stronger.
This is recognized in standard weather data with terms like "fastest
mile wind speed". Fortunately, you don't have to try to derive this
stuff from first principles. The TIA spec (and numerous antenna
websites) give the "rating wind speed" on a county by county basis, and
you just plug that into the mfrs formula.
