Yes, turning on the key with the up/down in neutral will trip the breaker.
As the tower is in the up position at the moment, turning the key on with
the switch in the down position first will bring the tower down okay until
it hits the limit switch and then it will trip. The same will happen in the
up direction until the upper limit switch is reached and then it will trip.
To some up, the breaker is only tripped in the neutral position when the key
switch is turned on.
I can accept a fax, I will have to turn the fax on.
