Wow, are you off base! The referenced post is promoting voluntary 
(and probably rather extensive) efforts by a group of hams to 
maintain and distribute the work of well-respected antenna engineer 
and writer, L B Cebik. As they say in Chicago, "what trees do YOU 
plant?"
