Hi Folks!
Well, it seems that there is more to investigate here.
I cleaned up and re-tightened connections and replaced the ground connection
from the 75/80 kit and also added the radials for 40 and 20 meters, but the
results were pretty much the same.
Suggestions anyone?
:-)

Larry,
You seem to be correct! Perhaps it is an RV-4C!
Hang on...I'm heading out the door to run the tests!

Hi Gordon and all,
http://bama.edebris.com/manuals/mosley/rv4c/
Here is the manual for the antenna and it shows only two traps. If I
remember correctly mine would have only had two traps as I had it in the
early 70's. If I rememebr correctly I had to retighten screws/clamps or
whatever to keep 75m going. It is an odd adaption. I will look through my
manuals to see if I still have a copy of the 75m kit. For now back to
painting.
