In the old days and I have seen it done, you could have 30 feet above the
wall bracket. I have seen a small tri-bander such as a TA33JR. set up like
that in Northern Illinois. How strong is it? I don't know. Would I do it
..NO
How much or wind ice can it take? I don't know but I wouldn't do it.

I put this same question to someone with many years of serious tower/antenna
experience and his answer was an unequivocal YES! Apparently, without guying
the force placed on the tower at the bracket point, even with small antennas
at the top, is something for which the Rohn tower was not designed
My plan is almost identical to yours with a modest array of VHF antennas on
the tower.
