Not necessarily. Radiation is a far field thing, and is the result of the
sum of all the fields produced by the line. Feedline radiation is
directly related to imbalance -- that is, it is proportional to common
mode current. So the radiation from the line really depends on the degree
of imbalance, which in turn depends on how the antenna and transmitter
are coupled to the line.
