Only pure tin is a problem (pure some other metals too..).. Almost
anything alloyed with it stops it, as does conformal coating.
For space applications, there's an exemption from RoHS, but of course,
that doesn't do you any good if nobody sells traditional lead/tin.
There's a whole raft of other procedures possible (e.g. dipping the
leads in lead/tin or x/tin solder), the details of which are probably
export controlled.
