1) It's simply another kind of ground electrode, and an excellent 
way to get a low impedance connection to earth. In general, a Ufer 
can provide a much lower impedance to earth than a typical ground 
rod. 

2) It should be designed and installed in such a manner that when a 
lightning strike occurs, heating does not cause a structural 
failure. In other words, be VERY careful when using structural 
concrete as a Ufer ground.
